Public Policy Steering Committee

PPSC, along with the board, is responsible for developing the CS4TX Policy Agenda, which may address issues that can be dealt with at the legislative, SBOE, or SBEC levels.

The creation of a legislative agenda will also include the development of a framework to evaluate and authorize CS4TX involvement for additional, non-agenda items requiring legislative participation.

This includes:

bill support/opposition requests for members and/or nonmembers;
participation in info-sessions for legislators and legislative staff;
and more.

PPSC will work closely with the Board and the Executive Director during and leading up to legislative sessions.

90th Legislative Agenda

1. Renew the $14 million Texas Computer Science Pipeline Funding Rider to support educator preparation, professional development, and expanded access to high quality computer science instruction across Texas.

Computer science is foundational to Texas’ future workforce and economic competitiveness. Texas law already requires high schools to provide access to computer science coursework, yet availability remains inconsistent across the state. Continued investment will help schools meet these requirements by recruiting, preparing, and retaining qualified educators and expanding access to strong, relevant computer science courses.

2. Establish a clear statewide leader with the authority to coordinate an advisory committee and develop a K-12 AI strategy for use of artificial intelligence in Texas K-12 education.

As AI technology and classroom applications continue to evolve, a statewide advisory committee can evaluate emerging uses, identify risks and opportunities, and provide school districts with guidance for responsible implementation. The advisory committee should consist of educators, parents, industry representatives, and policymakers.

3. Invest in AI professional development for educators.

Increase funding in the Texas Computer Science Pipeline Funding Rider by $5 million, dedicated specifically to AI professional development for teachers. Increased funding will help teachers and students respond effectively to evolving technology.

4. Update the Texas Essential Knowledge and Skills (TEKS) standards to include AI literacy.

Updating the TEKS standards will help ensure Texas students develop relevant skills as AI becomes more integrated into education and the workforce. Updates should enable students to think critically about AI-generated outputs and to navigate both the benefits and potential consequences.

5. Strengthen the pipeline of high-demand STEM and computer science teachers.

Incentivize undergraduates to enter high-demand, high-tech teaching fields, including computer science and STEM, through scholarships, loan forgiveness, and other incentives.

As CS4TX’s representative at the Texas Capitol for the 90th Legislative Session, Megan drives our legislative strategy, policy development, and statewide advocacy to advance K–12 computer science and AI education.

She previously served as Interim President and CEO of the Texas Association of Business, collaborating closely with state leaders, legislators, agency officials, and business organizations across Texas. Her background spans key policy areas—including workforce and economic development, technology and innovation, and state appropriations—ensuring strong, strategic representation for the CS4TX coalition.
